This should sum up the outline of the mission - tell me if I have overlooked something.

We'll be using the map from Russians 09_cont. The American base may have some more power plants added but besides that it will be as in that map. The small Arab base west of the American base will also be the same as in the map - this is the base lead by Gensher. The Russians have a well protected base on the hill in the lower left corner of the map. The player starts in the lower right corner and must find a suitable place to build a base.
The Russians are lead by T. M. Gaydar. If the player didn't manage to kill Yashin in mission 08 further investigation shows that he is the mastermind behind the Russian presence and the Russians will be generally stronger. Either way the Russians aren't willing to negotiate. The Russian base will be hard, but not impossible, to destroy (which is why Burlak can't be the leader).
The Americans are lead by Cathy Simms.
Shortly after mission commence Joan Fergusson leaves the American base in a vehicle (her presence in Beta Base is inevitable when looking at the other campaigns but we don't want to repeat the Russian campaign and make Heike kill her. One can think of it as JMM does not trust the Arabians so he has her transfered to another base).
In the first phase the Americans must not know Heike is also present (because then they'll cancel the siberite cooperation with Gensher), so the player loses if the Americans see or are attacked by the player. When the Russians' presence has been acknowledged the player gets a new main objective: Don't let the Russians interfere with the negotations between Gensher and the Americans. "Interfere" in this context means "attack" - the Russians will vary between attacking the player and Gensher.
At some point in this first phase Andy Cornell coincidentally discovers the player's base (he has escaped Russian captivity and wandered around in the jungle for days). He must be killed before he finds his way to the American base (else the player loses for the same reasons as if the Americans notes Heike's presence).
After some time Gensher has completed gathering information from the Americans and phase 2 begins. Gensher and his men start running for the lower right corner of the map (where the player entered the map) and the player must protect them. The furious Americans will of course hunt them with all they've got.
After the escape the player must destroy the American base. The Russians still attack now and then.
At some point hereafter an American scientist (Paul Khattam from the American campaign) wants to join the player. You can accept or reject him. If you accept he works for you loyally. If you reject he says he will leave the area (he can't go back to the Americans now he has abandoned them) - the player gets the choice to let him or to shoot him (he is an American scientist after all).
When the American base is severely damaged the leader of the American base tries to speak reason with Heike. During the dialogue it is revealed that the Arabs are trapped here in the past like everyone else, that the sheiks have lied to them. End of mission.

The Americans have snipers, remote control and AI (only turrets).
The Russians have limited spontanious teleportation and (if Yashin wasn't killed in mission 08) space shifting rockets.
